If you look at a bug report in Bugzilla (I was looking at Bug 31087, although this works with other bugs), the Mozilla.org banner that should be displayed at the top of the page is not displayed. Instead, you get a big white space where the banner should be. If you click and type in the white space, the page is scrolled down as soon as you click, but you are actually entering characters in the white space at the top of the page. Build ID - 2000-03-08-13 commercial (on WinNT) Steps to reproduce: 1. Launch Seamonkey. 2. Go to Bugzilla main page - http://bugzilla.mozilla.org/ 3. Enter a bug # in the text entry field for "Show Bug No." and hit return. (I looked at Bug #31087.) Expected: You see the bug report for Bug #31087 with the mozilla.org banner at the top. Actual: You see the bug report for Bug #31087, but the mozilla.org banner is not displayed - instead, you see a big white space at the top of the bug report. 4. Click in the white space and begin typing. Expected: The white space shouldn't be here, so I didn't have high expectations :) Actual: The page scrolls down to the middle of the bug report, and it does not appear that your typing has done anything. However, if you scroll back up, you can see that you have actually been typing in the white space at the top of the page.
Works just fine for me

I reinstalled, and I get the same behavior. If it would help to see it on my machine, let me know.
I can reproduce this one. Troy, are you running the commercial build?
