Details

Using the 2/18 build on Win 95, Win NT, Win 98, Linux and Mac8.5. Open the URL. The TITLE attribute specifies text assigned to the element that can be used for context-sensitive help within the document. In this case, the TITLE attribute is used in association with the A element. Expected result: The title text 'If you click on this link you will go to Netscape's home page' should display (if used as context-sensitive help, text should display when mouse is over link). Actual result: title text does not display.

Works ok with 4.51 Feb 21 build. Putting on [4.xP] radar.

Yep, verified as dup. Put URL for testcase can chrisd as QA Contact on bug #1358.
Regarding 2/22 comments, tested on 4.51 - could not see that it works.
