win32 opt apprunner doesn't work properly

Details
when you launch the win32 opt build of apprunner it just builds the title bar
(no title) then the outline of the window, then hangs with the following output
on stdOut:
DocLoaderFactory: Unable to create ContentViewer for content-type: text/xul
The debug build of the app doesn't exhibit these symptoms.
