The default priority, P2, is too high up the scale, which is reducing the meaning of the lower priorities and making it difficult to indicate important but not urgent bugs. Currently, if I want to file a bug I consider important (say, a spec compliance issue), but which is not related to a crash (critical severity) and does not cause major loss of function (major severity) and is not something that should be urgently looked at, such as a totally hosed page layout (P1) then I am stuck with priority P2. However, since P2 is the priority which most bugs are filed under, my important bug will get lost in the noise. I suggest you change the default to P3, which is the middle of the scale, and which is more likely to be what is meant when the priority is not changed.

You would not believe the arguments and confusion that would arise if I were to arbitrarily change Bugzilla this way. There are a lot of people accustomed to the current behavior, and would cry "foul" if I changed it now. But I agree that people making their own installations of Bugzilla ought to be set what the priority is. I will take this bug as a request for a new param to control the default priority.

OK, I have made the change as I discussed. Furthermore, after talking with people here, it has been generally agreed that this is a Good Idea, and our installation of bugzilla now sets new bugs to P3. Even further, you can now optionally remove the submitter's ability to set priority on bugs. They can still set the severity, but generally, the priority a bug should be looked at is not up to the submitter, but up to the engineering team dealing with the bug. And making the bug submission page is a good thing.
