Steps of reproduce
1. Go to http://bolohead/ncryptsvr.htm
2. Click on the link "All SSL2 encryption enabled" under
"Domestic Build Access:"
"New Web Site Certificate: Step1" dialog will show up.
3. Click on "View" button
"View Security Certificate" dialog will display.
The button at the bottom is displayed as garbage.
Tested 2000032417 JA build.
