The IBM ThinkPad uses a 3rd mouse button that, when pressed, makes moving the
mouse up and down work like a scroll mouse. It appears to be something of a
hack by IBM that sends the computer the signal of draging with the scroll wheel
pressed but causes the wheeling behavior instead. This could be related to bug
20618.
If I set mozilla to use native widgets then scrolling will work.
I think mozilla may not have support for draging with the mouse wheel pressed.
Perhaps if this support were added then my problem would go away.

p5 for m20 (i.e., we're not doing it in this release), helpwanted, cc bryner &
evaughan in case they care. We're not going to have time to duplicate all of
these hacks. Whoever cares about these can fix 'em, or pay someone to fix 'em.
Are ya listening, IBM?

I don't think it requires duplicating IBM's hack. I suspect it would work if
mozilla supported draging with the scroll wheel pressed rather than having that
be paste. That may not make it any easier to impliment, of course.
