In normal windows (and X I believe) applications, you can scroll vertically while you are hilighting text. Rewording: When you click on a page and drag up or down, most applications will scroll the frame/window. I noticed Mozilla didn't some time ago, but didn't think it was nessicarily a problem. Then I viewed Debug->Viewer Demos->#9 Frames. The iframe with scrolling=no (the one raptor image) is not scrollable, at all. This prevents anyone with the mozilla browser from viewing the information below. IE5 can scroll downwards by highlight-draging. Mozilla needs some keyboard or mouse control to make scrolling possible.
Confirmed with recent builds under NT and 98 (including win32 builds from 3/27, 3/28, 3/29, 3/30 and 3/31). Is this a regression? -> Selection

Broken again, win32 build 2000041805 (m15) - will try m16 linux soon to see how widespread this is.
