double click select fails in new text input field

Details
If I open a new window, and then immediatelly double click on the URL in the
location bar the text doesn't get selected.
I have to triple click which is very annoying. This is only the first time, it
works fine later (whether the window is selected or not).

Actually, on mac, an initial double-click in the location/url bar _will_
select the URL text. But on linux and win98, it simply sets the cursor
at the selection point on the initial double-click.
I believe the plan, per bug #19217, is that either single or double-click
on the initial event will select the URL text, as it does in Nav4.x win32.
At any rate, passing this over to radha/selection who seems to own this
feature.

The triple click seems no longer to be required (linux/windows build
2000051020), marking FIXED.
