Chris, not sure if you have this bug yet but in case you didn't, now you do.
I've been working with sdagley trying to fix frame resize. I fixed a bug that
prevented resize messages from being received by the frame border if you were
not directly over it. But unfortuately it still crashes when it does resize.
Troy said this was due to attempting to trigger a reflow from the middle of the
tree instead of the root. As a possibly odd side note, this work on Mac,
crashes on Windows, unknown on Linux.
added url to a testcase that works for repro; I am just getting the frame test
cases updated and online this week.

simple attempt to resize frame - apprunner causes invalid page fault in
RAPTORHTML.DLL - win98
Linux RedHat exits with an error running viewer - March 4 build
also noted for repro purposes that resize by internal frame borders causes bug,
not resize of frames forced globally by resize of browser window containing
frames.
Changed platform to all since two platforms are affected and marked P1 major.

No version fixed mentioned, but using March 9 and 10 optimized seamonkey builds
cross platform, this appears fixed indeed. Marking verified.
