Every cell in this table should have a 2-pixel solid green top border. This is
also true of the table-testing section in the second half of the test page.

Gee. I wasn't looking for this but since I stumbled into it and I'm in
the neighbourhood:
To quote dbaron on bug #1055 (for the same page/issue):
"The problem here is that the BORDER attribute of table (really frame="border")
is overriding the CSS, which is incorrect."
