The location (URL) bar will not accept drag and drop requests from the icon to
its left, from bookmarks, or from any other source (as far as I can tell) until
you initially set focus to it. From then on everything will work as it should.
Steps to reproduce:
(1.) Load Mozilla
(2.) Attempt to drag a bookmark (or the icon next to the URL bar) into the URL
bar.
The standard "NO" cursor appears and the bar will not accept the data.

assigning this to brade for debugging, reassign as you see fit -- but, I thought
you might want to track this because of your d-n-d work
