scrolling through <select> lists only works the second time

When you click on a <select> list with many entries, Mozilla displays a scrollbar
at the right of that list to scroll quickly through the different <option> values
of the list.
If you try to drag the scollbar to the bottom, nothing happens, neither the list
contents nor the scrollbar itself move. You'll have to drag the scrollbar a
second time to have it work correctly.
Steps to reproduce:
1. Go to apple.com (e.g.)
2. At the bottom of the page, click on the "Choose..." menu
3. Try to drag the menu scrollbar to scroll through the different countries and
notice how it only works the 2nd time you drag the scrollbar.

i am unable to reproduce this using M14 on win32..
what platform/buildID are you encountering this problem on?
