Load a page into browser or composer that's large enough to need a vertical scrollbar. Click and hold mouse on either arrow "button" in the scrollbar. While holding, drag mouse into the content area - it extends the selection from previously focus element in page. We need to set mouse capture so mouse drag messages are not sent to the content. (Holding down on the "thumb" seems to do this correctly, so do the same thing!)

Tom, This shouldn't happen. When you hold down a button the event state manager should make sure all events are captured until you release the button. -E
