Old bug just moved from internal to bugzilla. Reopening so I can reassign it and comment on it.

Moving this bug over to PSM and reassigning to chrisk. It's quite possible this bug isn't valid (since fixed or something); I was never sure about it in the first place. But perhaps chrisk can confirm that all is okay when the user brings up the Security Info page when composing a signed message *and* doesn't have a (valid) signing cert. It should tell them that they can't sign.

Marking wontfix since S/MIME is not available in Mozilla.
