the background image was loaded once, but didn't tile; so the image was only in
the upper left corner.
Reproducible: Sometimes
Steps to Reproduce:

Actual Results: the background image was loaded in the left corner, but didn't tile
Expected Results: tiled the image

A similar bug (bug 34560) was WORKSFORME'd last week, but this reporter says
it's still happening on a current build.

Confirmed here on 2000042008 on NT. The test case in bug 34560 does work as
expected; this one doesn't.
