Tested with a debug build pulled yesterday on the Mac. We no longer switch to standard mode even with a strict dtd. See attached testcase.

It seems indeed to be a dup of bug 36872, and maybe we can mark bug 37872 as a dup too. Rick will decide.
Fixed in my tree now.

Fixed by removing silly duplication of nsDTDMode enum that found it's way into the nsHTMLDocument.h file.
