grippy bg images not large enough to handle toolbar wrapping

Details
If you make the apprunner window very small, the main toolbar wraps. This means
the grippy gets bigger too, but the image tiled over the grippy area as the bg
image is not large enough to cover the whole area, so you see an area that is not
blue.
Remember, grippies can be arbitrarily large. If you supply a bg gif, it has to be
big enough to handle all cases.

Hofmann says we can fix this post-dogfood.
I have a simple fix by changing the grippy background
color to the same color of the image. It ready to go
if anyone wants it and we can tested it and it works just
fine.

Verified fixed in 3.26.99 Mac OS/Win32 builds, and in the 3.24.99 Linux build.
Specifically, after shrinking the window to about 100 pixels horizontally, the
grippies do resize appropriately. Clicking across the grippy region results in
clicks going to (or at least not giving any visual evidence of *not* going to)
the correct grippy.
(Unable to verify other grippy behavior in a narrow window, since it doesn't
appear to be implemented; e.g. collapsing, etc.)

Correct, that behavior is blocked on bug 3505. I 2nd that this is verified.
