[regression] Win95j-Japanese characters are not displayed in Composer

Details
When you try to type Japanese characters in Composer, the characters are not
displayed.
Steps of reproduce
1. Start Composer
2. Turn on IME by Ctrl + ~
3. Start typing Japanese characters
At the beginning, you can see one Japanese characters. However, after you type
more characters, the Japanese characters are not displayed anything, but the
caret is moving.
This happens in HTML mail body also.
You can see Japanese characters fine in Location bar, text field, Mail to and
subject fields. This is Win95J specific.
Tested 2000-05-11-09 Win32 build.
