no error checking for qa contact and default owner in the editcomponent form

Details
editcomponent.cgi doesn't check that the login for default owner and qa
contact is valid. If its not valid then a new account is created with the
new string. For instance, I typed in "elig@netscape.com, leger@netscape.com"
for qa contact and bugzilla created a new account with the login
"elig@netscape.com, leger@netscape.com".
Other form elements probably have the same problem.

i agree but I didn't think this was fixed yet. Maybe I haven't updated
bugzilla.mozilla.org since the 30th. I wont' be able to verify this
for a while. I'll be away next week.

Regardless of the status of 24806, I agree that this is a dupe of it. Verified dupe.
