Actually, it is a legal URL, per the RFC. However, since mozilla converts these to have the / anyway, we'll probably save a few cycles by storing them like that in the first place. Of course, this will up mozilla's hard disk requirements by 4 bytes... assigning to myself, patch forthcoming. See also bug 39222, which I'm waiting to hear back on if that is dead 4.7 code or what...
