second click on sub-menu closes parent menu

Details
1) click to open any menu which contains multiple
sub-menus (such as bookmarks or tasks)
2) click on one of the sub-menus so that it opens up
3) click on any sub-menu again (either the same one you just
clicked on or a different one)
4) witness that the menu closes
EXPECTED:
whenever I click on a sub-menu, I expect it to open that sub-menu,
regardless of whether I clicked on a sub-menu previously.
I expect it never to close the parent-menu when I click on a sub-menu.

works for me on NT and 98. find it hard to believe that it wouldn't work on 2k.

This was broken in M15, but is fixed in the daily build.

oops. resolved bugs should verified, not closed. the Closed radio button (which
is used only once we ship the product, ie, FCS, not beta/milestones) is getting
confusing for bugzilla users, and should prolly be removed till we approach FCS
time. sorry about this!
