Hebrew is in the fonts preference pane [thank you], but it isn't in the Add
Languages dialog.

Also, Esperanto [eo] doesn't show up in the selection list, though if you type
"eo" explicitly, it correctly appears as "Esperanto [eo]".

When you get around to it, Michael, bug 45130 reports that Esperanto is also not
on the list.

This can be fixed by editing intl\locale\src\language.properties (or the copy in
bin\res) and replacing the line
he.accept = false
by
he.accept = true
Patch attached, seeking review and approval.

We opened a new bug to make the rest of needed
addtions to the Accept-Language list. This new bug
will cover a large number of additions.
This bug should have no more additions that the ones
added so far. If anyone wants additional new ones,
please refer to Bug 62578. We will make all the new
additions after waiting out a week or so.
