Can't initially scroll "Location:" field in Bookmark Properties

I would have just re-opened bug 39256, but it won't allow me to do that.
When you initially open bookmark properties, the cursor is in the "Name:" field.
If you try and select in the "Location:" field it will select but the field
will not scroll. This only happens the first time. If you move the cursor back
up into the "Name:" field and re-select it will scroll fine. Also, if you click
to put the cursor in the "Location:" field it will work fine.
This was tested on Linux build 2000052208.

Nice observation. Yes, if you do click+drag the first time in the Location:
<textfield> of the bookmark properties dialog, you cannot scroll the drag
selection past the end of the <textfield>. -> Editor/beppe/sujay
I see this on win32/linux/mac for today's builds. [I also see one other odd
behaviour on the mac, but I will file a separate bug for that: if you move
the mouse outside the dialog, you will partially lose the selection].

Unless I'm mistaken, as the reporter mentioned originally, this is just a dup
of bug 39256 so I've reopened that one.
