Please move chatzillaOverlay.dtd & Net2phone.dtd to chrome\locales. Right now they are under chrome\packages.

Chatzilla is going to be installed as a complete package so separating its locale file out would be inappropriate (note that Chatzilla also has its own skin files under packages, too). Net2phone has nothing to do with chatzilla, so I wonder why they are lumped together into one bug. In any case I have nothing to do with Net2Phone; if it were *built* into the correct dist directory then the install would package it correctly. I'm marking this INVALID based on the chatzilla bug; you should write a separate bug on Net2phone (and find a different owner--cvs blame suggests Bill Law).

Incidentally, the only thing in the Net2phone.dtd is the name "Net2phone" -- I doubt we want to translate that anyway.
Shouldn't chatzilla, net2phone be treated the same as aim? It is confusing if we treat different components in different way. The purpose of putting all the dtd files under chrome\locales is to simplify the localization process and support multi locales.
