Details

When hyatt implemented "safe" skins he neutered both the skin installer AND the full XPInstall. Need to un-neuter the regular XPInstall so we can install products (such as Mozilla!!!) that have scripted skins. (boy I bet my dog wishes that were possible in real life)
Without this fix you will notice parts of Mozilla/Netscape6 fail. Don't know how to be more specific for Grace.
