using may23 m16 commercial build
Using the down arrow button in the Message Filters dialog doesn't work if the
selection is the first/top filter in the list. Note: keyboard down arrow key
works okay in this situation.
1. From mail window launch Message Filters (Edit|Message Filters).
2. Create a few filters if you don't already have some.
3. Select the filter at the top of the list. Click the downward arrow button.
Nothing happens. Select a filter farther down in the list and move it upward
to the top position in the list. Try moving it downward using the button.
Nothing happens.
Note: downward button is working for all other positions within the list.
Result: downward button doesn't do anything if the selection is the top filter
in the list.

OK using jun09 commercial m17 build, linux rh.60, NT 4.0 and mac OS 9.0
