Using may23 m16 commercial build
When creating a New filter, the dialog should launch to show one default
criteria line exposing the widgets. Currently the criteria/"Conditions" section
is blank until user clicks More.
1. From mail window launch Message Filters (Edit|Message Filters).
2. In Message Filters dialog, click New.
3. Type a name for the filter, set AND or OR radio button.
Note the criteria list is blank and stays so until you click More to expose
the (default) criteria line.

also fixed this a few days after it was filed, as a part of some other filter
work.
Yes it was indeed fixed. I'll mark it so, if there's some reason you wanted it
to stay open you can reopen it.
