Agreed, this is inherent to the current fixed div display limitations in HTML 4, namely that the middle content area is fixed right now and cannot be set to auto-fill the remaining height of the window. forward to hyatt for tracking purposes, we need to get this box-layout like bahvior right. Also look at bug 4149 which has the same cause.
