CVSROOT/modules needs verification when changed

Details
The modules file is super complex and tough to verify by hand.
Whenever it's changed, the following script should be run,
mozilla/tools/build/check-modules.pl
Ideally, this would be run automatically by CVS. However, it might be good
enough to check the script into CVSROOT and add a README about changing the
modules file.

I think there is a limitation in cvs for this bug (in that commitinfo.pl has no
way of looking at the proposed changes to a file before deciding to accept or
reject the checkin).
I'm going to check in check-modules.pl into CVSROOT and add a README as well.

If someone knows of a way for commitinfo to pass the actual body of the changed
file to the filter script, reopen this and let me know (it was clear to me from
the cvs documentation.
