Date/Time format interface does not work for Win98

Details
Win98 (and probably 95) does not support W (unicode) version of API.
I need to apply the same change as I did for the collation.

The fix checked in mozilla/intl/locale/src/windows/nsDateTimeFormatWin.cpp rev
1.7, mozilla/intl/locale/src/windows/nsDateTimeFormatWin.h rev 1.5
No way to verify this by Seamonkey (see 4763).
Unit test is avaiable by LocaleSelfTest -date (try this on US Win98, Win95, also
NT4).

** Checked with 4/9/99 LocaleSelftest on 4/20/99 Win2 build **
I performed the date option test "-date" on Win95/Win98/WinNT4-US
OS's. The results were all correct and consistent across
these 3 platforms.
Makring the fix verified.
