Overview: HTML presentational elements (<B>, <I>, etc.) have their styles set in html.css, allowing the user stylesheet to override them. The CSS specs specify that presentational hints from the markup be treated as if it were at the top of the author's stylesheet, and thus the user stylesheet would not be able to alter these styles without an !important rule.
