Navigator doesn't fit in window

Details
The latest navigator.xul lays out in such a way that it all doesn't fit within
the window given to it and requires a scrollbar to see all the chrome.
Dunno about windows, but this certainly happens on linux/mac. It started
happening about the time that the box stuff landed in navigator.xul.

This is from the 4/5/99 build
Re-assigned to trudelle@netscape.com and changed component to XP
Toolkit/Widgets.
