Bugzilla didn't email password 'til second time I entered email and asked for password ... Waited two days after first request and got no response, second time I tried, got "Password already mailed"

There is no code in bugzilla to generate a "password already mailed" message. I have no idea what you're talking about there. Anyway, it mails the password immediately. If there are problems delivering that mail, well, it's beyond my control.

I tried it and bugzilla really didn't email password 'til second time I entered email and asked for password ... It seems that there were no code for sending a password when an account is created, at least for 2.4. A patch for createaccount.cgi is attached.

OK, I have fixed this (using a different patch that has less code duplication). Thank you for chasing down the details of this problem. By the way, you should never mark a bug as FIXED until the fix has actually been checked in. Submitting a proposed patch is different than fixing it.

I've received my password from bugzilla, this works.
