You can select a file, but it's not opened, and the current page remains displayed. SeaM 4/6 AppRunner on WinNT4.

I believe this is different than 3843 actually - 3843 is about no file selection control happening; this bug is about the fact that the file selection control does nothing. Reopening... feel free to dupe again if I'm wrong!
