The Query Page should select UNCONFIRMED bugs by default.

In the Query Page (http://bugzilla.mozilla.org/query.cgi),
bugs in the following states are selected by default:
NEW
ASSIGNED
REOPENED
I propose that the new UNCONFIRMED state also be
selected by default. I think the intention of the
default should be to search for all open bugs. We
don't want the UNCONFIRMED bugs to not show on the
radar screen.

Bug 31397 is RESOLVED/WONTFIX, by the way. See bug 31397 for reasons why.
