configure should check for broken gmake 3.77

Details
gmake 3.77 is broken and causes problems for some folks building mozilla.
configure should detect this and warn the user.

This is now checked in. I added a check that aborts if
it can't find GNU make, so I took out your GNU make tests
for NSPR (they shouldn't be needed now). Take a look and
let me know if I broke you.
