Steps to reproduce:
open an e-mail where header contains non-ascii|click reply(or forward)
//note: Header encoding points to us-ascii and garbles all non-ascii

Fix check in mozilla/mailnews/compose/src/nsComposeAppCore.cpp rev=1.21
Verification is possible only for Latin1, Japanese is blocked by #5061,#5063.
