build ID 19999042608 on all platforms, viewing a html document with no TITLE tags results in the window title being entirely blank. expected result: the window title should (probably) change to "Mozilla". in 4.5x, the window title changes to "Netscape" on Windows and "Netscape:" on Mac OS.

another way of looking at this is this way: all window titles should have " - Mozilla" or whatever appended to them (for continuity with legacy browsers).
