Need a way to make table columns crop when whitespace attribute is NOWRAP

Details
Currently when you have the whitespace css attribute set to NOWRAP table
columns, each column becomes as big as the widest piece of text in it. We need
a way to make these columns crop of the text at a certain point. Even better
would be for there to be a tooltip with the entire text as we did in the
outliner in 4.x. This is in reference to my bug #4887

Done. See any # of tree widgets for verification (bookmarks, mail/news). Some
trees won't be cropping until their authors fix their XUL.
