[PP] Thread pane display msgs with incorrect year (1929)

Build:
May 3 Commercial build id 1999-05-03-17 installed on PPC 7200/90 OS 8.5.1
May 4 Mozilla build id 1999-05-04-08 installed on PPC 7200/90 OS 8.5.1
Problem: All messages displayed in the Thread pane has the wrong year shown. It
shows all messages as being sent in the year 1929. If you look at the Inbox
mailbox file in BBedit, it shows that the message has the correct year (1999).
The problem occurs with any messages viewed from within Seamonkey.
Note: messages sent from Seamonkey to Nova are sent with the correct year.
Steps to reproduce problem
0) Your Inbox should have at least one message.
1) Launch Apprunner
2) Open Messenger
3) Select the Inbox
4) Look at the year listed under the Date column.
They show the year 1929 which is wrong.

I don't think we should hold M6 for this one. Especially given that we require
Tague's fix for 6680 to even see the date and we don't know when that will get
checked in.

I need to totally review how me manage the time in mailnews. Today we are mixing std libs call and PR_Time call
which is bad

I have replaced time_t by PRTime all over mailnews code, now dates are displayed
correctly on all platforms

Build 1999070108M8: Mac 8.5.1
Verified Fixed
Checked IMAP, POP and a News Server. In all cases the Inbox messages never
showed the year 1929. They appear to be the correct dates.
