XUL: Can't use '&' in toolbar button URL

Details
I tried to add the above URL to navigator.xul, and was unable to do so because of the '&' character. I tried escaping & with %3f, no go. I had to lop off the cgi arguments as a workaround.
This looks like a XUL bug, is '&' a reserved character?

Ok, using & seems to work. marking invalid.
BULK MOVE: Changing component from XUL to XP Toolkit/Widgets: XUL. XUL
component will be deleted.
