Whenever applicable, please convert HTML file to XUL file so we can externalize localizable resources. Also, refer to the "XUL Coding Style Guidelines" in the URL above for how to make XUL localizable. Thanks!

Agree. But, HTML docs live in HTML content model instead of XUL's. It's a good practice to convert all HTML docs to XUL so that we don't need to re-examine the file in the future. Unless there is a strong reason to stay with HTML format, I'd encourage you to stick with XUL ;)
