If you're browsing a document with the title "Foo Bar" and you subsequently load a document that has no title, the viewer window title remains "Foo Bar." It should be set to "No Title" or the URL of the new page, etc.
nsHTMLContentSink.cpp was updated to always set the title (to nothing if it has to)

Tested on linux 2000090208. It works. Verified. The title of the first titled page is set. The title of the linked/loaded untitled page is set correctly blank.
