This causes locally opened HTML pages to fail to open in viewer and appRunner.

Fix checked in for viewer. Looking into apprunner now. I think it works for apprunner...I'm confused by that half of the report.

Marking fixed. I did not change the code that runs in apprunner for opening a file, only the code in viewer. Marking this fixed (though it's 50% fixed, 50% worksforme).
