Tested with 1999-05-17-09-M6 build. Messenger is getting UCS-2 (nsString) data with META tag labeled as ISO-8859-1. According to the memo posted to mozilla newsgroup by kostello@netscape.com, there are two ways to getting HTML from Ender, as nsSting or stream. I think only stream version should put META tag to specify charset because nsString is always unicode and the META tag specification is mostly incorrect.

M6, we cannot send non Latin1 HTML mails without the fix.

The problem is that defaultHtmlBody.html contents faulty meta information charset, generator, etc. This should be removed from the file. Assigning to Jean-Francois.

** Checked with 5/22/99 Win32 build ** Because of Bug 6672, JPN HTML mail goes out as a blank HTML- structured message. Prior to this fix, e.g. 5/18/99 Win32 build, even in such a blank message, I could see a meta-tag for ISO-8859-1 inserted. With the build above, I no longer see this automatic insertion of the 8859-1 meta tag in the "intended" JPN HTML Mail. JPN HTML mail is still not working but as far as this bug is concerned, it seems to have been fixed. Marking it verified fixed.
