8 bit chars in the header are garbled when getting forwarded or replyed message

Steps to reproduce:
-send a message where the header contains non-ascii chars;
-reply to the this message;
-get it and notice:
//all 8bit chars are garbage

In my local build updated 5/18, it works.
Did the original message send with MIME encoded? 8 bit headers are not suppoted
yet.

** Checked with 5/23/99 Win32 build **
I tried this with Latin 1 message headers on the above build.
It is working now and mail headers are sent correctly MIME-encoded.
For Japanese, the situtation is slightly different.
Although the quoted header is not displayed as Japanese,
it is correctly MIME-encoded and thus when it is received
it shows as Japanese OK.
This reply/quoted header not showing correctly is a separate bug and
should be filed as such.
Marking it verified as Worksforme.
