build id: 1999052008 platform: windows nt to reproduce this: 1. open the preferences 2. select Fonts. Watch as the line is highlighted - that moves everything below Fonts down 1 or 2 pixels as the line just got bigger. 3. Repeat as needed to see the problem. Expected result: when a line is highlighted, it should retain its former height and not move things below it further down the page.

Yet another mystery fix. Build 1999060408 under NT does not exhibit this problem. Marking verified.
Bulk move of all Pref UI component bugs to new Preferences component. Pref UI component will be deleted.
