This is a 4.xP issue only. Simply: Nav4.x (and IE) treat '<<' as equivalent to '&lt;<'. 5.0 has treats it differently -- see attached short test case. Example line: <<a href="foo.html">some text</a>> (Found while looking into a separate issue on bug #4142. Tested May20 & May23 win95 builds).
