Frames resize on mouse movement with no mousedown.

Details
Frames can get into a mode where they resize as soon as the mouse comes near
their borders, no mouse down -- perhaps a mouse-up event is getting lost and
the frame resize code still thinks there was a mouse down? Maybe it needs to
check for button down on every mouse motion event?
Moving all Widget Set bugs, past and present, to new HTML Form Controls
component per request from karnaze. Widget Set component will be retired
shortly.
I fixed this a long time ago. And then for some reason, Pavlov commented out
that code.
