Need to make sure that the Netscape license is presented during installation to the end user when the flag is turned ON by default.

Cathleen, I believe this means that install builder needs a way to tell the install wizard whether or not to show the license window.
There is a pref that determines whether or not to show the license dialog. The installer should probably read this flag to determine whether or not to show the license dialog.
